Morocco's livestock farmers and cooperatives relied on manual, paper-based processes for subsidized animal feed. No centralized tracking, delayed payments, risk of leakage, and limited visibility for beneficiaries and the Federation.

High administrative burden, inconsistent pricing, delivery issues, and lack of real-time oversight made it hard to ensure subsidies reached intended farmers efficiently while complying with national regulations.
